- **Description:** A Base payment ledger for a campaign, team spend or bounty payout: every row traced to a real receipt, every mis-payment named, sealed with a SHA-256 manifest.

Row 2: a hash that does not exist, reported NOT-FOUND with no receipt invented. A ledger that cannot say NOT-FOUND is inventing rows; this one says it.
